Documentation about translation contribution not working

Summary:

The page on https://github.com/instructure/canvas-lms/wiki/Contributing-to-Canvas is referring to Transifex page, which is ending in 404.

Steps to reproduce:

1. Open https://github.com/instructure/canvas-lms/wiki/Contributing-to-Canvas
2. In Translation section click on Transfiex link leading to https://www.transifex.com/instructure/canvas-lms
3. Be greeted by 404 Page not found

Expected behavior:

An UI where I can contribute with a translation

Actual behavior:

Page not existing

Additional notes:

It would be nice if I could add a custom translation for my language.
