Canvas Quiz Questions should not discard student response (even when it contains HTML/CSS/JS)

Steps to reproduce:

1. (Ignorantly) Make Canvas Quiz Essay Question that expects html response
2. Student responds with html, but switching from rich text editor to HTML editor e.g. https://gist.github.com/hcientist/64264efa89c600d95d6ad2da20a0f570
3. Response is stripped 🤦‍♀️

Expected behavior:

If not displayed in speedgrader, the export of the responses (e.g. Student Analysis) should have the student's response.

Actual behavior:

Student's response is discarded.
