Importing a rubric twice overwrites changes made after the first import

Summary:

If a user imports a rubric from a previous course, makes changes to it, then imports the same rubric again, the changes made to the first copy are lost; that rubric is reverted to the initial version.

Steps to reproduce:

1. Import a rubric into a course X from course Y.
2. Modify the rubric.
3. Import the rubric a second time.

Expected behavior:

The changes made to the rubric should be preserved.

Actual behavior:

The changes made to the rubric are reverted.
