[BENCHMARK] SMAC and MPE benchmarks for Jax IPPO release

Describe the benchmarking experiment/task

Benchmark the Mava Jax IPPO system on the same MPE and SMAC tasks as in this PPO paper.

Hypothesis/expected behavior or outcome

Match the performance obtained in the paper. Possibly exceed performance of tasks for which maximum performance was not achieved.

Definition of done

Performance has been matched and plots have been published on the Mava repo.
