post-enhancement: normalizing affiliations for CORE articles

Create a workflow task to normalize raw affiliationas which could be added to POSTENHANCE_RECORD for core records.

Expected Behavior

That workflow task would normalize the raw affiliations of authors to ICNs and add them to the record. In the article workflow this could be added to POSTENHANCE_RECORD for core records. See also #1873 and especially #1875 on the discussion how to do the normalization itself (afftranslator is better than a simple ES-implementation but slow and needs extra files).

Current Behavior

In the DESY workflows at he moment we use afftranslator.
