[Task] Improve Git staging concept

A first idea for the concept would be to push promotions (commits) directly to another configuration server via UI. This would skip the need to additionally interact with another Git tool beside the configuration server. It is important to consider, that multiple users are working simultaneously on the configuration server and are promoting files in mixed order. However, when promoting to another stage, the promotions of different users should not get mixed up. Additionally, the deletion of files within a promotion should work flawlessly.
