Copyright information about included (js) files

The LICENSE files only refers to "our" files. We should list somewhere all the files whose copyright does not belong to us. This is both formally needed for copyright rules blabla and is required for debian packaging.

I think that in our case the relevant files are:

• msgfmt.py (whose copyright is of Martin v. Lwis [email protected])
• some js files in the static directory
