npm run build fails at npm version 6.9.0

Trouble shooting:

nwb project created as nwb new react-component

npm run build fails at npm version 6.9.0 with error that screams .bin/babel not found

had to downgrade npm to 4.6.0 (which btw is the only version that has never had installation issues)

node version 10.16.0

windows 10 x64
