get python unit test coverage to 100% (a pipe dream?!)

Hi, I've been super-busy finishing up a PhD that should have been completed a while ago. I'm mainly just trying to stay on top-of bug-reports at the moment---haven't worked on testing improvements at all. If you have some time to improve the testing, I'd love to see it.

IMO 100% coverage is a non-goal, but incremental coverage goals are good, especially when they can be encoded into the tooling (so it can nudge people "hey, our goal is n% coverage for this file, consider adding test coverage along with your change").
