Prepare `testing-sanchonet` for respin with Cardano `8.10`

Why

A re-spin of the sanchonet network is expected with the release of Cardano node 8.10. We want the testing-sanchonet network to be ready when this occurs.

What

Upgrade the testing-sanchonet network to support the re-spin of the sanchonet network.

How

• [x] Test new version 8.10 in the e2e test and in the CI
• [ ] Update the infrastructure for re-spin:
  • [ ] Update default value of cardano_configurations_repository_commit in terraform variables
  • [ ] Update the CARDANO_NODE_VERSION in the GitHub environment variables
  • [ ] Update the cardano-min-versions.json file in the repository
  • [ ] Prepare roll-out of the new Cardano node in #1614
