Publish hydra-cardano-api library on internal hackage

• There is a need to improve and maintain cardano-api in order to make it easier for people to build Haskell apps on top of cardano
• Hydra already built an API that seems useful and interesting. Quviq is basing rework of ContractModel testing fwk on it and other teams expressed interest in upstreaming that API
• Doing it properly will require time
• Meanwhile, we can make it easier to consume this API by publishing it with a proper version in IOG's internal hackage: https://input-output-hk.github.io/cardano-haskell-packages/
