Adding some conway scripts.

The conway-setup.sh script registers dreps, creates keys and addresses that are delegated to spos and dreps. It prepares the environment to try any of the other scripts to try governance actions.

I think it's worth putting together a README in this directory on how to run these scripts, showing examples.
