Port cardano-crypto to cardano-base

What

Cardano crypto libraries are separated into cardano-crypto, used by the wallet and until recently by plutus, and cardano-base, used by the node. It would be of interest to unify our crypto libraries into a single repo.

Why

This would facilitate maintenance and audits.

External dependencies

We will need to coordinate with the projects using cardano-crypto to make the transition

Acceptance Criteria

All crypto available in cardano-crypto is available in cardano-base

Definition of Done

The cardano-crypto repo is deleted
