Toast error (e.g. server down)

Description: A toast notification system needs to be implemented to inform our users when there are technical difficulties (e.g., server downtime).

Acceptance Criteria:

• A toast appears during technical difficulties (e.g., server downtime)
• The toast remains visible longer than standard toast notifications
• The toast includes a button labeled "Retry"
• Clicking the button reloads the page
