Fix nuget package info.

This PR update nuget package info, PackageIconUrl is deprecated. And added Inkle.Ink.Compiler as a NuGet package.

Now the official nuget package is out-dated for many years. related issues: #554 #584 #683 #879 (I want a NuGet package of Ink also.
