Knot Tags don't work with Knot parameters

Hey folks. Steps to reproduce:

===test(name)
# location: any
# weight: 5
{name}: I am strong. I want work.
* Welcome aboard! 
* Absolutely not. 

The function TagsForContentAtPath() will return an empty list here.

Looks like the code for TagsAtStartOfFlowContainerWithPathString only checks if the first content object is a container that with tags. In my project, I changed it to check if the first content object is actually a VariableAssignment and check the second content object instead, but not sure if this is the correct way, or if parameters + knot tags is even defined behavior.
