PS2 Mouse: Add possiblity to disable layer timeout

This MR adds the possibility to disable the automatic layer disabling, by configuring the layer-toggle-timeout to 0.

I had some uncertainties about why layer-toggle-timeout is used to calculate an interval to check for last_mv_within_ms . If there is a reasoning behind why we shouldn't use layer_toggle_delay_ms instead, please tell me.
