Vertical tabs: Automatically add a tooltip when tab title is cut off

Currently, adding a tooltip via a title attribute on the anchor tag doesn't get styled like the ids tooltip, rather as the browser tooltip:

Describe the solution you'd like Similar to module tabs (the moduleTabsTooltips flag), it would be nice if there was a setting that automatically adds the tooltip when the text overflows the container.

Or a flag to always add a tooltip with the tab title, and to not be concerned with if the text has overflowed or not.
