Slider: Disabled/ReadOnly not taken into considiration

Describe the bug The current value could be changed even if the slider is readonly or disabled. Choosing disabled it take grey color but still can change the value.

To Reproduce

1. Go to https://stackblitz.com/edit/ids-quick-start-930-xg2f1e?file=src%2Fapp%2Fcompetitors-slider%2Fmarket-insights.component.html
2. Click on first (read-only)or second (disabled)slider and change the current value
3. the slider is enabled the value could be changed
4. No error in console

Expected behavior On read-only / disabled mode the slider shouldn't be manipulated and responding to the mouse changes/clicks
