[outputs.otlp_grpc] Support for sending Traces over GRPC in OTLP format

Use Case

I wanted to send the collected traces to Grafana Tempo for Distributed tracing when I realized that all the communication in telegraf happens over line format. I'd like to raise this feature request and also take it up for development. This plugin could help integrate Telegraf with a variety of databases for Distributed Tracing.

Expected behavior

Send Traces in OTLP format over GRPC.

Actual behavior

The opentelemetry output plugin is only configured for metrics in Influx Line format.
