Aarch64 release for v1.8.10 compiled with Go v1.18

Use case: We experienced severe performance degradation when using Graviton at high load and had to move back to Intel.

Proposal: There have been significant performance improvements for Arm in Go 1.18 and from what I can tell, the current release was compiled before these improvements were made. So the proposal is to release a new version that has been compiled with Go 1.18.

Current behaviour: Severe degradation in response times and a high volume of failed writes.

Desired behaviour: Similar performance as Intel.

Alternatives considered: We have tried Graviton v2 and v3.
