fix(ci): add test-flux to the test target and make test-flux a phony target

@jsternberg - do you know if this is still needed? CI runs the test-flux command which seems to be working alright as far as I can tell. The Makefile has changed quite a bit since this PR but if it's still needed we could resolve that.

Closing this due to significant drift in the Makefile. CI runs test-flux, which is good enough for our needs.
