snmp tools aren't needed anymore for telegraf

Since telegraf 1.21 is switched to gosnmp library for its SNMP calls and gosmi library for OID translation, the package doesn't need to be installed anymore.

If wanted, we could still install libsnmp-base (net-snmp-libs for Alpine), which adds a few basic MIBs. But I don't think that would be required?

Blocked by https://github.com/influxdata/telegraf/issues/9927 since inputs.leofs still uses net-snmp tools and hasn't been marked as deprecated yet.

Update: This is for telegraf 2.0 only as current version still offers the option to use the netsnmp translator.
