Create native docker images for Windows

Docker has native support for Windows. InfluxDB has native support for Windows.

Now that we have ARM images for the TICK stack, we need to make Windows ones too.

@jsternberg FYI. I now started to look how to get Docker input working with Windows containers on https://github.com/influxdata/telegraf/issues/4666 and will then try create docker image based on your Dockerfile on PR #146

What is the status of running telegraf in a windows container ? Any progress after the fixes in #10382 ?

Is the dockerfile from the windowsservercore branch still the starting point, if someone wants to run and test it on windows containers ?
