z-index may be too high

Is your feature request related to a problem? Please describe. z-index appears to be very high for $cf-z--* properties

Describe the solution you'd like A lower z-index, maybe in the hundreds rather than thousands. Or even lower if possible. I'm not sure why z-index has to be so high. There may be a reason that I am unaware of.

Describe alternatives you've considered We have bumped z-index in another library's component. But this seems like an "arms race" rather than a solution.

Additional context We have also made a request to allow z-index to be configurable in the other library.

@TCL735 can you provide an example of other libraries with which this becomes an issue? This makes sense as something to address here, but afaiu z-indices are completely arbitrary, and having them in the hundreds vs thousands doesn't introduce a concrete solution. Moving them into the hundreds may also constrain us down the line and force consumers to need to go lower (in the tens) and going lower is worse (imo) than going higher.

@ShmuelLotman - yes. It is an issue in Giraffe. Originally, i had thought outside consumers might hit a similar problem so that's why i didn't name Giraffe. But I don't think there are many outside consumers of clockface. This is a Clockface - Giraffe conflict
