Client connections should self-heal in event of intermittent SPU connectivity failures

This is the cluster-side portion of #1954

If a client has a consumer stream open, and an SPU fails (and restarts), the client should not fail. The expected behavior is that no user interaction is needed for consume to continue once the SPU can resume accepting connections.
