Inform user about new cli updates

When there's a new version available, we want to let users know (especially if there are breaking changes cli w/ server updates).

This doesn't have to be complicated, but there are some workflows where printing info unexpectedly will cause issues.

Maybe, we can offer a cli option to suppress these kinds of outputs. This would allow the cli to be scripting friendly.
