LABELS_FILTER doesn't work or documentation is lacking

The labels filter is confusing.example I added the label io.prometheus=true to the hosts I wanted to export but it still exported all hosts and containers on all environments (Hundreds) Was trying to just restrict it to a certain set of hosts and/or containers for exporting data..

Please update documentation on this feature..
