How will we handle the claims process in infinity-next?

I want to hear @jaw-sh idea before saying my own.

Have a set of requirements for board claims. If the requirements are met, allow anyone with an account to place a claim. Have a "claim in progress" notification appear on every page of the board. If the board owner or anyone else contests the claim, settle it manually. After X days with no contest, pass claim

If the board owner or anyone else contests the claim, settle it manually.

+1 have the option to settle it manually. But as an afterthought you could maybe have a mechanism by which to easily resolve a multi-user dispute with 1 click. Perhaps a random lottery.
