IX-F File generation when setting up a new infrastructure

In IXP Manager 6.2.0 when we create a new infrastructure and an export is attempted prior to receiving an IXF-ID a 500 error is generated.

EXPECTED RESULTS

The infrastructure would be skipped

IMPORTANCE

breaks IX-F generation and IXPDB updates. Also interfere with peeringDB automated audit.
