Cannot send EtherPauseFrame when the TX is in paused state

Cannot send EtherPauseFrame when the TX is in transmitState = PAUSE_STATE. If the link is congested in both directions it can lead to a deadlock. Moreover, the loss-less transmission is not assured, since the pause frame is not sent. This violates the standard of the Pause frames.
