Notification setting item still in menu even though notifications are off

For the time interval for notifications, one can select from one minute to six hours. But it seems there is no way to select "never notify". Ah, one has to go back and then he sees the Facebook notifications and Message notifications but even though both of them are not turned on, the Notification Settings item still there in Settings. What makes it worse, is that it is even on top of the other two. It should be at least underneath them and somewhat indented. And it should disappear entirely if we don't have the other two switched on.

@jidanni why would the notifications item disappear when notifications are turned off? How would someone turn them back on? Or in any case, why would it need to "disappear"?

I think I was talking about the little red number notifications at the top of Facebook webpages. I thought that one could save data by not having them refresh often. Anyway there was still a menu organization problem. Also make sure the menus say they are talking about Android notifications...
