Allow workers to limit the amount of memory and cpu threads for projects.

What you would like to achieve, as far as I understand, is running a BitWrk worker on your computer but not sacrificing computing resoures when you need them yourself.

But simply lowering the worker's CPU priority would decrease the performance your computer delivers to the BitWrk swarm, increasing the risk of not finishing computations within the time limit.

In my opinion, a computer that is under load shouldn't offer to the BitWrk swarm at all. So how about monitoring CPU load and only selling to the swarm if CPU load is low enough?
