Update to python-build-standalone 20231002

Update the default_python_distributions to match the latest python-build-standalone 20231002 release.

Updates to python 3.8.18, 3.9.18, 3.10.13.

Adds python 3.11.6, 3.12.0.

I saw the note at the top of the file:

// THIS FILE IS AUTOGENERATED. DO NOT EDIT MANUALLY.

But I don't know how to autogenerate it, so I did it manually.

If there is a better way, perhaps it can kick off a conversation about how to do it. Sure would be nice to use newer python!

I made a PR to update using the script, since this PR is unfortunately already outdated.
