Nonconvex Pareto Navigator and PAINT

The current state of the Nonconvex Pareto Navigator. There are comments in the nonconvex_pareto_navigator.py file that give context to the problems with the implementation. PAINT works as intended but is pretty much copy-pasted from the old desdeo and may have some things to polish etc.
