Should be able to create and customize an area or group of areas in the world from within the engine.

Proposed system is to use an item that opens a window that allows for tile selection and placement. Possibly multiple items e.g. for flood fill, dropping tiles as walking happens, etc.

Also need a "deed"-type item and/or map properties to signify area can be modified.
