Request for Client Owners to be able to add extra Owners.

IAM v1.8.0 changed the client interface to the new version, where clients are directly linked to a users account, deprecating the need for Registration Access Tokens.

However, in the current integration only IAM Administrators are able to add other owners after a client has been registered/redeemed. It would be good for this to be a delegated responsibility for the client owners, rather than requiring an escalation to an administrator.
