Support for AARC-G026 guideline

Follow the AARC-G026 guideline and voPerson-v2.0 schema version.

We probably need to add AARC voperson_id claim in the UserInfo response and in the ID token. The voperson_id is the community unique identifier and its value should be the IamAccount.id.
