Add mouse behavior control to Navigation Bar

In navigation Bar when you middle mouse click it opens new tab and when you ctrl +middle mouse click it opens without activating.

I want to change it's shortcut, I want to middle mouse click open without activation not ctrl + middle mouse click. There is no option for controlling mouse behavior in Navigation Bar.
