Add configuration value to disable gravatar

Is your feature request related to a problem? Please describe. Behind a firewall accessing to arbitrary external sites are often well controlled. The non-reachable gravatar.com can cause various issues on the profile picture page (eg. broken UI elements, difficulties in uploading custom picture, even direct error message to the user).

Describe the solution you'd like Using the gravatar service could be optional and manageable from configuration (eg. ENABLE_GRAVATAR). If it's disabled:

  • the profile picture page wouldn't display the related images
  • the scheduled job wouldn't try fetching image updates

Usually the solution for this is to have a proxy for outgoing connections...

Yes, but in some cases the service is completely unnecessary, so there's no urge to allow it. On the other hand, taking into account that it's actually a 3rd party service integration maybe transforming it into a plugin sounds even better than managing through the configuration.
