LaTeX can't find the format file `xelatex.fmt'

When trying to create book of abstracts LaTeX reports error:

This is XeTeX, Version 3.1415926-2.5-0.9999.3 (TeX Live 2013)
I can't find the format file `xelatex.fmt'!

Running command fmtutil-sys --all inside container doesn't produce and output.
