Is there a way to open a link as a new tab in an second (already opened) browser window?

I like to have a list of news or posts in a left browser window and open them (all) in another browser window to the right. Currently I drag the links into the right window (opens them in a new tab there) but in Chrome OS this is not reliable anymore (opens the link twice in two tabs / see here: https://support.google.com/chrome/thread/157051668?hl=en)

,,, the funny thing is: SU caused this behavior. Because I had a Simple Right Drag of a link defined as Open in New Tab, a fast drag of a link into the window to the right opens it twice there (one for the gesture and one for the standard behaviour).

However, an feature Open Link in Second (Open) Window would be nice.

(Chrome OS) this does not work there is no difference between New window and New window (background) both commands open a new window in the foreground none of the two commands uses an existing second window (explained useful feature)
