I think a good approach at this would be using AutoHotkey.

Are you working on this? I think @enko ´s idea is very good since no additional programming would be required and AHK is known to work good. Also, it could be of interest looking at WSL (Windows subsystem for linux) as some people claim it is faster than native version of emacs. Although more configuration would be required probably (x server and clipboard sync).

I've done zero research into implementing this on Windows. You and @enko are way ahead of me on this! 👍

There are a few big tickets to get out of the way before we implement this one but I'll ping both of you when we're ready.

This freeware tool solves the Windows use-case pretty well (and will even bring what is already in the text area into emacs)
