As an example of splitting out context definitions...

perhaps we can find a way to adjust

security/v3 to include https://w3id.org/pgp/v1 and https://w3id.org/bbs/v1 in the future.

@kdenhartog @tplooker now that we have ci tests, we should proceed to finding a better way to code split sec/v3
