It seems like this should just be mainlined -- there is clearly plenty of interest.

This week I'll be adding a UX mockup for a new set of commands under `gh env` and opening this up for community contributions.

`gh env` should be a new top level command. The interactivity for editing can be added in a follow-up PR as it's pretty involved. Incremental PRs per command work, too....
