Mechanism to publish different versions of docs for PCCE and PCEE

SaaS Consoles are upgraded when we ship update 1 of Compute Edition.

Currently, we can only publish the same version SaaS and self-hosted docs. We need to be able to control when SaaS docs are published and when self-hosted docs are published, and for which version of each to match how we ship.

@harisrini We'll need to look after this one too after Hamilton ships. Console's contextual links now point to docs.paloaltonetworks.com. If we don't want things to break, we'll need to be sure to address it before Iverson ships.

Understanding the impact - So does that mean that for Hamilton, as soon as the On Prem version ships the links that are in SaaS won't work or will they auto point to Hamiton docs? So for newer pages it won't be an issue. But for existing pages there will be a mismatch between Docs and the page - Right?

Can you do this as soon as Hamilton ships for On-Prem? Does that mean we can potentially maintain an older copy to refer to till Update 1 for the SaaS platform,?
