Reintroduce support for GitHub Updater

Currently removing it for 1.3.0 development, but want to add support back for it before tagging it for final release.

Would it surprise you to know I could add any plugin or theme into GitHub Updater without the "proper" header?

If you're testing on a live site it can help. I created a branch for this plugin, using branch switcher to re-load from GitHub.

Noted -- once I get a chance to revisit this plugin and plan how I want to promote, release, and maintain it, hooking it up to the Updater is definitely something I want to do.
