↕ UI for blocks (and fold hr)

Drag-and-drop is a drag (:trollface:) on mobile. Up / down buttons in the margin when block is selected would be nice.

@hannesstruss I like that. Federated wiki is the only place I've seen drag/sortable text.

I'll probably start with ↑ ↓ buttons before I get there though, to avoid the d'n'd morass, and complexity of switching between editable and draggable.
