dune-release regularly checks the changelog for various information, and fails by saying "changelog can't be read" when it doesn't conform to the format.

In each case, you can circumvent this by giving various information (often, the message through -m). The tool should indicate explicitely when it's applying an heuristic, why it failed, and how to give the information directly.
