Maybe install `setuptools` for python automatically

Well, in fact setuptools is not deleted, but not installed into the host system (pip is run from a temporary folder)

It could be probably a good idea to have a way of specifying both pip and setuptools versions while defaulting to bleeding edge.

Just add them to Py3Install command.
